end user:

. . . someone or something effecting a change in something after having gained something from it; a consumer of something to the point that it no longer is as it was. In economic terms, consumption refers to goods and services being used up by consumers.

Goods consumption involves purchasing and using something directly as well as using something for the production of other things. Although consumers might be seen as end users, they can, in fact, receive, use and pass along goods, but they can't do that with services. Services are used up when delivered — an end user becomes an ultimate consumer.

At a point in the process of receiving, using and passing along, the words trash or waste might come into play, but it doesn't necessarily end there, i.e. produce end users or ultimate consumers. Wikipedia has an article about materials recovery facilities stating that they receive, separate and prepare recyclable materials for marketing to end-user manufacturers (source of quote). The idiom, one person's trash is another person's treasure, addresses the issue of the word trash used in the first sentence. A Wikipedia recycling article addresses the issue of waste by stating the following:

Recycling is a process to change materials (waste) into new products to prevent waste of potentially useful materials, reduce the consumption of fresh raw materials, reduce energy usage, reduce air pollution (from incineration) and water pollution (from land-filling) by reducing the need for "conventional" waste disposal, and lower greenhouse gas emissions as compared to plastic production.
